Key findings

The year 2018 was marked by an overall increase in racist acts reported to the police. This increase must be put into perspective by a detailed analysis of these figures and by putting them into the perspective of an overall downward trend in racist acts reported since 2015. The tolerance index rose by a further two points in 2018, reaching its highest level since its creation in 1990. Racism in France is still largely under-reported and often manifests itself through subtle forms of rejection that are sometimes difficult to characterise and denounce for the people who are victims.

Ministries, administrations, associations and other entities and individuals replied to the questionnaire sent by the CNCDH, which also took into account surveys on the state of public opinion, analyses by its partner researchers, the statistical report of the Ministry of the Interior on observed racist acts and that of the Ministry of Justice on the criminal courts' response.
